Once you start down the road of listing territories/provinces/etc separately, you will have every group that thinks itself aggrieved wanting its own listing, and either give in, or have to choose some and offend others. Simpler, at least, to stick to actual countries. Somebody should change the wording from "geographically by country" to what was obviously intended, "alphabetically by country".
