the plan is to move everything to the /pub/OpenBSD layout, so we don't
need to store all kinds of different directory names anymore, which
simplifies the mirror pages maintenance. so, it is definitely required
for new mirrors, and at some point we will ask the remaining mirrors
to switch, too.
