Yes, I know, thanks.  There are more incomplete mirrors in the list, but
I like to give people a chance to bring them up to date before removing
them. Many mirror maintainers have been responsive about this and so far I
have only removed mirrors that don't have 3.9. I will continue this check
against our other requirements as time permits.
