minor FAQ 8.3 update

In the table of supported languages for OpenBSD FAQ 8.3, you might add 
shells/scsh to the entry for Scheme.  Scsh is a variant of Scheme 48, an 
R5RS-compliant Scheme system.  The current version in ports is a bit 
lagging, but it still works.
