upgrade installed problem

My DarwinPorts install seems to have got a little confused. I noticed
an error that kept recurring, and I found I could provoke it by doing
port sync; port selfupdate; port upgrade installed. I could then
replicate it exactly by doing this:

sudo port -d -v upgrade DarwinPorts
DEBUG: Found port in file:///opt/local/var/db/dports/sources/
rsync.rsync.darwinports.org_dpupdate_dports/sysutils/darwinports
--->  Activating DarwinPorts 1.3.2_0+darwin_8+darwin_8_i386
DEBUG: Image error: /Library/Tcl/darwinports1.0/Darwinports.dylib
already exists and does not belong to a registered port. Unable to
activate port DarwinPorts.
     while executing
"_activate_contents $name $imagefiles $imagedir"
     (procedure "portimage::activate" line 51)
     invoked from within
"portimage::activate $portname $version_installed$variant $optionslist"
Error: Activating DarwinPorts 1.3.2_0 failed: Image error: /Library/
Tcl/darwinports1.0/Darwinports.dylib already exists and does not
belong to a registered port. Unable to activate port DarwinPorts.

I found out the hard way that trying to force this results in the
port command being removed, but a reinstall of 1.3.1 binaries brought
it back, though I still get this error.

How can I clean this up?
