You'll have to clarify what exactly you mean by 'fully-HFSX-safe'.
The rsync included in Mac OS X (with all the latest updates applied)
Will preserve everything it can having to do with a file, assuming
you are transferring to another hfsx filesystem on the same machine.
What specifically are you having issues with?
