you can command pkgadd to go ahead and install things out of order,
something like pkgadd -d /path/to/pkg/dir/ all.  it isn't a problem as
long as you get it all done before you actually try to use anything...

dunno if you can pkgadd the install-time pkg clusters, but wouldn't be
surprised, though it could take some sleuthing to find where the
clusters are defined on the cd/dvd.  the install-time process must use
pkgadd.
