Force patch install on non global zone?

All,

I am trying to install the patch 148689-02 in the global zone. That failed and gave me the error that it would not install because the 147143-17 patch was not installed on the non-global zone. I searched the non-global zone and it does not exist. So then I tried to install the 147143-17 patch and it failed because it was already installed. However, the patch is missing from the non-global zone. I copied the patches to the non-global zone and tried to install them both there. That's when I got the error that they failed to install because they are for the global zone only. 

Is there a way to force the installation of patch 147143-17 to the non-global zone?
