IIC Busy busy

Has anyone seen the error "IIC Bus busy" on powerup?

I am getting this error perhaps 6-8 times in a row, followed by the
message "Halt has been asserted. Boot is not possible." and then I am
left with a console prompt.

The system is an AlphaServer 1200.
