Setup NTP - off by one hour

I just setup NTP on two of our servers both running 5.1b kit 5 with the DST
patch applied.  The time syncs fine with the source I am getting it from however
the time in fast by one hour.  I'm pretty sure it has to do with the Daylight
Savings Time since we are currently in that mode now and would need to subtract
an hour off the NTP time I'm getting.  Any advice on where to look for this
setting - I know our timezone is set to EST as per the link in /etc/zoneinfo.
