Zach, My two cents are being sent before the high oil prices hit money markets. This is an interesting discussion which I can relate to because I live in a developing country and commute to work from my house in the agricultural fringe about 40 kms from the city. Mr.Pardo is absolutely correct. If I couldn't afford the gas prices (just shot up today by 50%) I would have stopped my city work and become a farmer so maybe I could produce my own fuel and food. As far as my observations in Lahore go, the answer is an emphatic "no, you need a well constructed road". In large cities of the Punjab, the government has so far attempted to provide inter and intra district public transport services but political instability and corruption have left the inhabitants with few choices amidst unreliable and unsafe infrastructure and transport services. As an interesting aside, what I don't know is where my city limits lie and it's almost impossible for some of us to even consider where the city ends and the industrial or agricultural area starts. Haphazard development along corridors has led to sprawl and government agencies have a hard time in providing adequate services to these areas. Come to think of it, they have a hard time in getting services to their controlled areas--thereby necessitating, in part, my exodus from the city.
