Congestion as a good thing

Congestion is not a tool but a symptom of the car oriented transport system.
There is no absolutely good or bad thing - whatever is good for someone may be bad for someone else and vice versa. Congestion is very very bad for car users. For pedestrians and bikers is something indifferent - in some cases it may be even a good thing

The only way to reduce the negative impacts of cars on the environment is to reduce car use. It seems to me that programms aiming at congestion reduction, eco-driving etc are like aspirins to someone suffering from a serious disease. Their main and only long lasting outcome is to disorient the only efficient way to reduce the negative impacts of cars on the environment ie. to reduce car use.
