Hello all.
 
I have some comments and questions for the bidders:
 
1. What could we learn from the host city?
 
Guadalajara: There is a 'vision for the city', but what could we learn today?
SLP: The downtown has large pedestrian areas. Do you have pictures? Did you help to plan the cycle routes to other cities that you mention?
York: Pedestrian areas, expensive parking, FTR bus, park & ride.
 
Would the examples be replicable in other parts of the world?
 
York is small; I don't know enough about Guadalajara or SLP.

2. Strength of host organisation. Potential for broad range of local partners.


Guadalajara: The work of CpT looks impressive and the proposal has excellent academic credentials.
SLP: Good grassroots support with history of supporting World Carfree Day.
York: A very impressive cast list.

3. Accessibility. Will network members be able afford the time and expense to travel to the host city?


Guadalajara: could you provide some information? How will you help other South Americans to attend?
SLP: could you provide some information? How will you help other South Americans to attend?
York: The Pound has lost 30% of its value against the Euro in 18 months. Travel is very affordable by planning ahead; mid-range accommodation can be expensive.
 
The usual question I'm afraid: could web-casting / tele-conferencing be technically and economically feasible?

4. Political context. Will there be local support for a Towards Carfree Cities Conference?


Guadalajara: Do CpT and P39 have a good relationship with the municipality (in general or with influential individuals)?
SLP: Would the state government / municipality offer support?
York: Two councillors have offered support.

5. Influence on world stage? Will the location attract attention from the press?

Very difficult to comment.

6. Ability to inspire. Will the ambiance of the city give the visitor
positive examples of public space not dominated by motorised traffic?
 
More information would be welcome - see also question 1.

7i. Which city would draw the most participants?
 

The carfree movement is most established in Europe, favouring York. The answer is dependent on good publicity and attracting good speakers. The Guadalajara and SLP proposals mention community/citizen involvement. Could the bidders outline how the public will be engaged before, during and after the conference?
 
ii. Where would you prefer to go?
 
I would like to see the conference in my home country, and am aware that the last western European conference was in 2004. For me, the answer is York.

8. i) What would the conference do that's new, interesting or different compared to past conferences? ii) Is there some idea or purpose that ties the proposal together? (is there a conference concept or theme?)
 
York's expected outcomes are well defined, and I believe the focus on carfree development is timely. SLP's bicycle friendly city design theme is interesting. A stated problem in Guadalajara is the gap between stated policy and practice: could a conference theme be the economic benefits of people-friendly liveable cities and the high cost of auto-centric policies?

I hope many of you have read the three Towards Carfree Cities X (2010) conference proposals - attached again in case you don't have them.
 
We now ask for your thoughts on the proposals, to assist the Steering Committee's decision-making. You may find the questions below useful for comparing proposals.
 
Please send comments to this mailing list by Saturday 21 March - thank you for your help.
 
I also hope to send an update about our events in 2009 very soon.

b. what resources, skills and time are being offered (fundraising, programme 
work, outreach, office space, etc.)?
c. what groups would be partners; what other useful contacts you have?
d. why the conference should be held in your city?
e. what you would like to occur at the conference (overall concept and any
