1. What could we learn from the host city?
SLP: The downtown has several and one large pedestrians
areas, beautiful gardens, markets and canter buildings.

No we only ask for it, we make I bike ride from
SLP to Zacatecas 270 Km in 3 days, then State
Secretary of Urban Development ask for it to the
Federal Secretary of Transport and he include the bike
part when build the freeway. In the local path bikes
we are only asking for it since 1997.

Would the examples be replicable in other parts of the world?
The public gardens, pedestrians areas in downtown
are nice. The pedestrians areas begin in the main
plaza "Plaza de Armas” in 1990. Many cities in America are
old and build in the scheme of mix of Cultures: native and
Spanish in the XVI Century.
The bike route is similar to others in others countries.

SLP: could you provide some information?
How will you help other South Americans to attend?
Only with information about travel and host. Maybe
discounts in some hotels. SLP is cheaper that the big
cities of the country, the salary of workers depend of
the state. The country is dividing in 3 levels, SLP is
in the low level. So also the prices are low.

Canada is cheaper.
SLP is the central Mexico and is in the midpoint
of the triangle formed by 3 main Mexico cities:
Mexico City is about 450 Km at SE
Guadalajara is about 350 Km at E
Monterrey is about 550 km at North
these cities have more international flight from
America Continet, Europe, Asia, Africa.
San Luis Potosi can get by:
Air at the local airport by Mexicana, Aeromexico,
American Airlines, Continental.
By land by autobus, bicycle, car. There is a lot
autobus leaves to Mexico City and other main
cities to SLP every hour. By bus is the way of travel
most common in Mexico. There is no more passengers
train, until 1990's. There are only few touristic train
passengers routes.
The usual question I'm afraid: could web-casting /
tele-conferencing be technically and economically feasible?
Yes technically yes, we can look for support of the local
academic institutions.
4. Political context. Will there be local support for a
Towards Carfree Cities Conference?
SLP: Would the state government / municipality offer support?
Both state government/municipality administration will
change next September, the elections are in July. Since
10 years ago we have work with both some has give more
support than other.
Both administrations support the 12 Meeting Heritage and
Tourism organized by Ciudades Pequeñas Patrimonio Grande
and Sitio de Informacion de bicicleta y Peaton Anahuac last
year in SLP. Participate about 120 persons from 10 Mexican states and
one from USA and other from Cuba. The event have support
from Oficina de Congresos y Convenciones de San Luis Potosi,
State Congressman Jorge Alvarez Cruz President of Ecology
Commission, Museum Regional Instituto Nacional de
Antropologia e Historia, from the State Government :
Secretaria de Turismo, Secretaria de Cultura,
Cineteca Cine Teatro Alameda where was a cinema festival
week with ecology themes organized with Cartera de
Ecologic de la Federacion Universitaria Potosina
(Students Association of State University of San Luis Potosi)
and Museo Mariano Jimenez where exhibit “Ecology and City”
Artwork of 7 local visual artists.

We have support in bike ride events last year from
Tourism State Secretary
State Secretary of Public Security
Participation Ciudadana and transit of SLP Municipality,
that organized Cycle Via last Sunday of month.
5. Influence on world stage?
Will the location attract attention from the press?
The USA press has focus his attention in the War
Drugs in Mexico, the violence is very close to USA is
in some cities in the border in Chihuahua and Tamaulipas
States. In San Luis Potosi we are in peace we are
about 800 km at south of US border so we are in peace.
In the past SLP was focus in 1991 for the citizen struggle
for democracy and beginning of last century when the
intellectual of Mexican revolution meet several times in
SLP for celebrate Forums. The most know is the Plan
de San Luis, the plan by Madero that begins the
Mexican Revolution in 20 November 1910. Both events
was followed by national press and some few events
by the international press.
SLP is known for the sacred Peyote that live in the desert, the
industry have a cluster automotive, also by mining actually
the Canadian mining Company “Minera San Xavier” are in
conflict with ecologist, heritages and political. Also attempt
to cyclist, the minning has close routes.
6. Ability to inspire. Will the ambiance of the city give the
Visitor positive examples of public space not dominated

The city have both positive and negative.
The positive is his pedestrian areas and public garden and plazas
in down town. The city was founded in 1592 with the historic
down town and seven neighborhood this have adoquines in
streets and his own public garden. The city was known as the
City of the Gardens in XIX Century. The streets are narrow.
The dominate motorized traffic is the new zone of the city the
suburbs and industrial zone Also by the city is a cluster of 5
highways to other cities. The city grow fast in the last 20 years.
7i. Which city would draw the most participants?
Could the bidders outline how the >public will be engaged before,
during and after the conference?
We are working in the theme since 2001, the seed has grown
and now is a beautiful plant with flowers. Maybe some want to
come to stay with us some days. Geographically Guadalajara
and San Luis Potosi are close and both cities are beautiful. I don’t
know York.

The theme transport sustainable is in the San Luis Potosi,
car free is theme in Mexico maybe 6 cities participate last
year in Mexico.
We are working in these themes. Last Saturday participate
in bike ride to Festival de Cerro de San Pedro also participate
by his own punks young’s groups travel by bikes.
We organized a Horticulture in macetas course that
participate ecologist and cyclist, participate a young
university student in her free time participate in a group
of young ecologist and one theme his working is transport
sustainable. Also other group Collective made a walk, bike ride
from Garden Barrio de Tequis to Garden del Barrio de
San Miguelito last 7 March
The theme transport sustainable is now in San Luis Potosi at
the level of some young’s groups or collectives, cyclist groups,
director, teachers and researchers of the Facultad del Habitat
Universidad Autonoma de San Luis Potosi, Consejo Consultivo
para el desarrollo Sustainable SEMARNAT (ecologic problems
with car traffic), some industrials. In spite of these the elite
political and economical support the car industry and continue
build expensive car infrastructure that don’t include wide
sidewalks or cycle paths or metro bus. The pedestrian zone
project in Historic Down Town is due to State Government
is working to get the declaratory of it as Human World
Heritage UNESCO.

I prefer stay at San Luis Potosi

different compared to past conferences?
ii) Is there some idea or purpose that ties the proposal together?
(is there a conference concept or theme?)
i) It can talk about the end of the actual civilization
and proposed the New Basis for the new. The car as
demising vehicle of capitalism.
In general the model of the Conference propoisalin SLP
is similar to the Portland Conference:
Conference, Movies- Videos, Cycle Via, Expo Visual Art.
The difference is the atmosphere: space, locality and
people.

SLP's bicycle friendly city design theme is interesting,
Sorry I’m not clear. SLP is not a bicycle friend city in spite that
we are maybe 100,000 cyclists in the city. There are only 2 urban
bike routes, but have maybe the largest number of cyclist died in the
traffic incidents of Mexico.
The conference theme could be the citizen decision of the kind of
city that they want and how the cities is changing public politics
taken by authorities or Autorities.
Changing from liveable like Historic Centre of San Luis Potosi with
his adoquin and narrow streets, public plazas and gardens, markets,
schools high density of population versus recent urban cities with
highways with polluted and noisily autos a high speed, spread of the
city and low density of population.
Yes the could a conference theme be the economic benefits of
people-friendly liveable cities and the high cost of auto-centric policies.
and the effect and solution to climatic change crisis and food crisis.
