Hi All!
I wonder
if anyone knows of any research into how different organisational
structures within city halls affects the progression towards, let me
call it, sustainable transport infrastructure? As far as I can gather
Holland for example has a flat organisational structure. That is with
one office in charge of all matters related to town planning. Opposed
to Sweden where  it is normal with a vertical organisational
structure. One office in charge of building, one for traffic and
another dealing with environmental matters.



My theory
is that in order to be capable making the gradual infrastructural
changes moving a city towards more sustainable transportation
development a city's planning structure needs to be able to see “the
whole picture”. That is planning permission, transport
infrastructure and environmental consequences of any action (or
inaction). It seems logical to assume that a flat, horizontal
organisational structure is preferable but how much difference does
the kind of organisational structure in a city make? I suspect that
it is vital or at least very important. Can anybody prove me wrong
(or right)?



This is
something I stumbled upon a few years ago when I was comparing
Swedish cities with cities in Holland to find out the differences in
how cycling was promoted in the two countries and has been bugging me
ever since. Could one of the key reasons Holland is so successful in
promoting cycling stem from its organisational structure for town
planning?
