infrastructure budgets

Hi All! I am helping to file a complaint against the regional infrastructure plan for West Sweden 2010-2021. Depending on how one counts, of a total investment in the level of 1 billion euros 79% is to be spent on “improving” roads. This could also be 62% of 600 million. They left out one big motorway project from the plan. What I wonder is how other EU countries are dividing their infrastructure budgets. I seem to recall that France is spending less than 5% on road building.
