My Dad in Saskatoon will drive a car for 30 minutes to get to a recreational area and then walk for 3 hours at -15c. The transit system is nearly ok if you ignore the removal of dignity, but, of course, would actually be preferable if it was subsidized as heavily as private automotives. The cold makes a difference and a properly constructed public transit is more reliable in extremes - even the shabby Saskatoon buses. Gasoline congeals at -40c (this is the same as -40f). The few times I have seen this the buses were packed. As for cycling, I believe you. Studded tires on bikes work really well and bikes are surprisingly easy to start at low temperatures...
