If you're running Apache and have mod_perl installed there's a module
called Apache::MSIISProbes (I think that's the name) that can do pretty
much exactly what you ask.  You could probably take the code and turn it
into a vanilla CGI script relatively easily.

Of course, that's not quite as easy as you want ;)
