Almost definitely your mailer.  I suspect you are using Outlook and
perhaps you have it set to use Word as your email editor.  Word has a
feature called "smart quotes" where it replaces quotes (" or ') with
special versions that curve the right way for beginning or ending quote.
This is a nice idea but it is way non-standard.  Tell Outlook to not use
Word as your email editor or turn off smart quotes in word.
