Report Sees Danger in Delay on Kosova

on a path to independence as soon as failed negotiations with Serbia 
officially end on Monday, an organization devoted to resolving conflicts 
said on Thursday.

Failing to act decisively would lead to an "unsupervised, possibly 
violent, independence process" that could spread instability to Kosova's 
Balkan neighbors, the organization, the International Crisis Group, said 
in a report.

Kosova has been run by the United Nations since 1999, when NATO 
<http://topics.nytimes.com/top/reference/timestopics/organizations/n/north_atlantic_treaty_organization/index.html?inline=nyt-org> 
expelled Serbian forces accused of killing ethnic Albanian civilians 
while fighting separatists. Kosova Albanians plan to declare 
independence in early 2008, backed by Washington and most European Union 
states, which see it as the best way to stability.

The International Crisis Group said that once the "inevitable" failure 
of the mediators was reported to the United Nations, "France, Germany, 
Italy, the U.K. and U.S. should, despite Serbian and Russian 
opposition," start working on their next steps.
