We already have those laws under the Quebec Highway Code. Bicycles in Quebec 
must ride on the bike path if one exists adjacent to the road. They must 
also keep to the right and ride single file with no more than 15 bikes in a 
group.

I've seen the cops enforce the mandatory path law in a few places.
