[NSVC] LED Experts - need help..

A friend of mine ordered some LED taillight modules for his car - The
module's got about 20 or so large LEDs (dont know any more details
than that). He's got 'em installed, but only some of the LEDs are lit.
Without seeing the wiring, I couldnt say if it's a break in series,
but it sure doesn't look like it. there are 5 rows of LEDs and the
outages are more or less random and in both sides.

The crazy thing is the advice from the mfg when he emailed support:
1. The LEDs may take a while to light up due to static charge from the
plastic wrap
2. For better results, charge LEDs with 36 volts battery for 15
seconds prior to installation

I've never heard of static electricity or overloading to 'prime' LEDs
- I thought they were pretty much "put x volts across to light". Is
their advice valid?
