Encrypted APCO 25 system

I just noticed on Radio Reference that the Rhode Island system I an trying to monitor is listed as an APCO 25 system and encrypted. Does this mean I am out of luck monitoring it with my BC250? Sure sounds gloomy for my chances. Does anyone know of anyone else with success monitoring the RISCON system in Rhode Island? I have a friend that lives in one of the towns on the RISCON system and he is considering purchase of the BC996 and I want to hold him off if it will do him no good. I am still not receiving Westerly, also on the RISCON system. Thanks for any input.  Brian
