Hi Brian, from what I understand the 250D is not capable of monitoring a full-blown 9600 BAUD P-25 radio system. And if the radio was indeed capable of monitoring the P-25 system there in Rhode island it's not that *everything* is encrypted, it's usually just certain talk groups such as detectives etc. that are encrypted while Fire talk groups might be out in the open.
