Did the AA Battery mod.. no succes.. any ideas?

So I took an Altoids tin, and glued it to a plastic card that was cut to fit the battery compartment. On the side with the plug, I have the +/- separated so there is no current going between the two. I soldered the plug onto the tin that is accepting the plug. and I tried every possible battery combo and still nothing.. the tin appears to be making contact wit hthe ends of the batteries any idea?

Is the Altoids tin non conductive?
