1. Is it an EDACS system or a Motorola System?

Motorola re-banded systems that have turned on the rebanded control channel and 
use the new channel spacing will not work correctly on a BC250D. Motorola 
trunking systems
assign a channel number to each frequency, these channel numbers are sent via 
the control channel and the radio looks up the channel number in its firmware to 
determine what voice frequency to tune. Afters a Motorola trunking system is 
rebanded these channels numbers are assigned the new frequencies, so when your 
scanner sees the voice channel number and tunes to a frequency, the wrong (old) 
frequency is tuned, not corresponding to the actual frequency now in  use.

 
2. In some cases, even though the Motorola  system has been updated for  
rebanding, if the agency has not turned off the pre-rebanded control channels 
and voice channels and is still using them as they did prior to their update, 
your BC250D will still work with this system as before, until such time that 
their new control channels and voice channels are turned on.

I have such a situation with one of my rebanded agencies, because other agencies 
they have a mutual-aid agreement have not rebanded as yet, my local agency has 
not switched to the new control channel, channel spacing, and channel numbers,  
allowing my BC250D to still be of use with that system.

Hello.
I tried to post this yesterday but it didn't go through for some reason. Anyway, 
I haven't listened to my scanner for a couple of years but thought it might be 
fun to listen to it on an upcoming trip to Hawaii. When I looked up the 
frequency info for Kauai it said their system had been rebanded. Further digging 
revealed that the BC250D can't be upgraded to track rebanded Motorola systems. 
Dang. But when I turn my scanner on I find it seems to be tracking my local 
Smartzone system here in Portland, Oregon no problem. Yet the Portland system 
was rebanded over a year ago, at least according to this page:

I haven't noticed any missed replies or anything that seems out of kilter while 
tracking the Portland system. So what the heck is up? I'm wondering if I really 
do need a new scanner for Hawaii or if the BC250D will work just fine. Any 
thoughts?
