There are several levels at which this can be done. A Linux machine can provide a FTP server, and then a Windows machine can run a FTP client to access it. Windows comes with a simple command-line FTP, or you can use a client with a graphical interface like ws_ftp. Or you can run samba on the Linux machine, which provides access to Linux resources like files and printers using the Windows SMB protocol. Essentially, this makes the Linux machine show up on a network like another Windows machine. Then there's simple file access on a disk without using a network. Linux can read and write FAT-formatted disks, so a floppy or a zip disk can carry files between Windows and Linux machines, and a dual-boot machine can easily have all the Windows files readable to Linux when it is running (but not vice versa).
