What you do not hear, I am pretty sure is the data portion of the transmission.

  I have a Icom IC-R2. I've been listening to a company who are using 
  CTCSS with their frequency.

  Now, the problem is, when they talk, about 2 seconds of the start of 
  their conversation is cut out. Is it because they use CTCSS and it 
  takes a couple of seconds after they talk to break the squelch? Can 
  this be fixed?
