is this possible???

I live in Toledo Ohio, is it possible for my neighbhor to use a scanner to 
listen to my calls on my 5.8Ghz digital Motorola home phone (cordless)? I 
have the neighbor from hell*, 11 years now, we have never been friends, her 
live-in boyfriend is 24/7 drunk with an arrest record of 33 entries, he 
brags he has all these sophisticated scanners in the house and in their 
cars. She may have a relative that is a local policeman but are pretty sure 
she  has a good friend that works at the closest substation. I never talk on 
the phone outside and there are too many incidents that one would think they 
overheard something. A few years ago another neighbor admitted he listened 
on his home scanner to all our calls when we had the old 49 megahertz 
cordless, I was speechless than he would admit to doing something that I 
thought was blantently illegal.  I would like to know if it is possible to 
listen in to 5.8 GHz calls, if so what can I do to protect my privacy?

did not publish it, but two weeks later my husband was dead.

To the Editor:

There are terrorists in Toledo.  They live on my block.  In fact, they're my
neighbors.  No, they're not religious extremists,  they're just nasty,
sadistic, mean-spirited bullies who live to make life miserable for the
entire neighborhood.

I have muscular dystrophy, a pacemaker, a tracheostomy and I use a
ventilator to help me breathe.  I don't know how many years I have left but
I know they won't be good ones so long as the terrorists stay next door.  I
haven't left my house in over 3 years for fear of their wrath.  I can't even
enjoy a warm summer evening in my own back yard.  She piles kitchen scraps 
and dog waste against our fence to attract flies and make a stench so I 
won't go out back.  It's downwind from her so she still enjoys her yard.
She gardens and tends her yard and throws her yard waste into my yard.
Worse, she's done that and then reported us to the city for her waste in my
yard.

He drinks beer in the back yard and throws his empties blindly into our
yard.  He burns rubbish, scrap lumber, pieces of tires and even oil, just to
send billowing clouds of thick, acrid black smoke toward my house.  It's
unsafe for me outdoors (because of my respiratory problems) and it gets in
the house, making my eyes water,  my nose run, and causing intense coughing.

Together, they verbally abuse us with obscene and lewd comments, threats and 
innuendos.  They look in our windows, play their stereo at full blast in the 
early morning, sit on their porch and talk loudly about us, handicapped
people, women, and African Americans (they use the "c", "b" and "n" words a 
lot) for the whole neighborhood to hear.  It makes everybody uncomfortable.

He illegally repairs cars in the street on nice weekends, revving engines,
causing exhaust and dust to fill the air to choking levels, and brings
towtrucks delivering disabled cars for him to fix into our, otherwise, nice,
friendly, children-filled community.  He's not licensed, probably doesn't
report the income on his taxes and the block is not zoned for auto repair
businesses.

They routinely and  blatently break the law, revelling in their belief that
the city isn't able to stop them.  If ever people constituted a nuisance,
this is the case.

The authorities have been frequently summoned but our terrorists don't care!
They claim to have "friends" in city government who warn them when the
police are called or intervene when city departments receive complaints
about them.  They believe themselves to be above the law.  Yet let anyone
else violate even the most obscure regulation and they complain like
pitbulls, demanding city action and not giving up until they get
satisfaction.

The worst thing is that my dear wife and caregiver, who has cancer,
arthritis, and hypertension, is afraid to go out to get the mail, take the
trash out (she waits for the cover of darkness),  or sit on the front porch.
She has to sneak to the car whenever she must go somewhere.  The minute she 
goes through the door one of our terrorists rushes out to verbally attack
her.  The unleash tyrades of foul-mouthed, disgusting, filthy insults, vile
sexual suggestions, and even outright threats of violence.  This may make me 
sound thin-skinned but their attacks are so profane, viscious and egregious 
that my wife rushes back in the house and we both break into tears.  We've 
been around, from Maine to Florida, and we've never encountered such hostile 
and nasty people anywhere.  And we're not inexperienced, both being over 50.

No one can seem to stop them.  Neighbors have moved because of their
harassment.  They've been reported, sued, and taken to arbitration but will
not change.  They are terrorists in every sense of the word.  They make an
otherwise nice neighborhood hell on earth for many of us.  We've made
positive contributions to the neighborhood, involving ourselves in social
causes, helping our neighbors (the neighbor in question even sought solace
from my wife after having an abortion several years ago!), supporting
community initiatives, and being, we think, good citizens.  They've been,
well, terrorists.  Yet the system does little to reward good citizens and
even less to punish neighborhood bullies.  For Toledo to be the nice
friendly place most citizens want it to be, this must change.
