I do not know of any commercial radio that receives 5.8 GHz, further your 5.8 GHz phone is probably a spread spectrum device that is constantly changing frequencies between itself and your base station making more difficult for someone to be listening in. If they are listening to your phone calls, they may have a tap on your land line. In any case,

I would be writing/e-mailing;
1. The Chief of Police
2. The Mayor's office
3. The Governor's office 
4. State Attorney General office
5. Local FBI office 
6. Request that your telephone company check your line out to see if anyone has a tap on it.
