Actually very little is truly encrypted but is certainly trunked so that's what you are hearing. Great listening today actually with a scanner and on-line. Pro-96 or 396/996D will not work for Denver EDACS now because they have turned on ESK so you would need a PSR-500 or 600 scanner.
