In Sydney (Australia), police have gone encrypted as well as digital.  I.e. 
there is no scanner that will receive their messages any more.  That's quite 
possibly the direction your town will also go.  So, don't replace the 
scanner with a view to monitoring police digital transmissions without 
researching this first.

Other things to listen to?  Depends on your interests.  I have emergency 
services - Fire, Bushfire, State Emergency Service (Australia), Coastal 
Patrol (live near the sea) - plus all airports within a couple of hundred 
kilometres (wife likes to sit near runways and watch planes).

There's a lot of stuff out there.  Look for scanner web sites that cover 
your area.
