Put a nearby (i.e. strong) control tower into the frequency list for the
trunking system you're trying to program.  Lock out the real control channel
for that system.  This will get it into trunking mode and you can enter your
TGs.  Once you're finished entering them, lock out the nearby control tower
and unlock the real one and you should be ready to go.

PS re your actual question "How can I manually program IDs into a Scan List 
without signal?" - you can't.  On the scanner, that is.  You can, on a PC.
