Rebanding only affects the 851-869 MHz band (and the corresponding 
inputs which scanners don't use). It does not involve 700 MHz.

In short, and this is not comprehensive, the Public Safety users in the 
upper part of the 860 MHz segment are moving to the lower part of the 
850 MHz segment and NexTel is moving to the vacated upper 860 MHz segment.
