That's likely because the only thing that changes (aside from the 
frequencies) with rebanded systems can't (for the most part) be made to 
work on the 780.

With all rebanded system types except Motorola, just program the scanner 
with the rebanded frequencies and you are done. With Motorola trunk 
systems you need a new table which does not exist in the 780 and will 
not be offered by Uniden, as that model is too old.

Some systems will happen to work, but most will not work with the 
Motorola rebanded trunk system type.

The BCT15 will work with a firmware update, and programming the new 
table data for Motorola rebanded trunk systems.
