I got mine APCO card off ebay for only 133.00 clams, the 785D for only 
225.00.  Both the card and scanner were in new condition, they just were 
opened box stock.  I was told only two cities in the country were using 9600 
baud digital system.  So far only if you live in or near one of those would 
you need the 796.
