Law Enfocement Mobile Computer Data

Hi all,

I am looking for protocol information on the methods used to
communicate between law enforcement, and fire (especially fire) and
dispatch.  I have heard that it is a multi level system not unlike
what is used for dialup modems.

Can anyone help?
