I'm in Jersey, No Problem with analog NYPD, aircraft, marine, Jersey local PD/FD non trunking or non digital.

If you are in LI and want Suffolk PD you want a trunking scanner.

The VR500 also lacks PL/DPL. 

What do you want to listen to?

  anything in, and then he purchased an Icom R5 and had no problems. 

  Does anyone live in my area? Do you have reception/interference
