Sorry for the delay in getting this answered, I didn't see Jonathan until
yesterday.

He has confirmed that the criteria for the GCHQ commemorative badge and the
Bletchley Park Roll of Honour are exactly the same, with the sole exception
that the veteran must be still living for the commemorative badge to be
issued.

Regarding records of Dollis Hill, the Bletchley Park archives only hold
information relating to the work on Colossus, and that doesn't include
anything about the "Paddock" reserve Cabinet War Room I'm afraid.
