Creating a new language: Turkish (Türkçe)

Hi,

http://tr.wikipedia.org exist but it is not maintained by
anybody. 

I started to translate the locale (LanguageTr.php) however
I have questions:

-How can I test the new locale?
-How can I install it?
-What is the policy to get sys admin privileges for a new
language?
