It is completely disabled by default, not appearing in the preferences 
and not used. It was explicitly designed to deal with complaints about 
differences in date format between the United States and elsewhere in 
the English-speaking world and is thus enabled and used only on the 
English-language wikipedia for which it was designed.

Just double-quote, single doesn't need it.

Let me know if you have any trouble; also note that it is possible to 
install a partially-completed translation, so if need be it doesn't all 
have to get done at once.
