Slovene interface fully localized

I've finished the first version of rough translation of the Slovene local
interface [LanguageSl.php]. It is prepared now to be lounched within the
Slovene Wikipedia. I am requesting here to be inluded and to be tested for
the final form. Thanks in advance and best regards.
