Setting up a new language.

Hi All,

 

  I am new to this website.  I would like to set a Thai language up and I found the Thai language on the list of languages but I don't know it's on the new software or old software.  If it's on the old software, how I can change it or someone can help?  The instruction is kind of confusing to me. 

 I would be greatly appreciated for a clearer instruction.
