You should ask for it to be switched to the new software before starting to work on it; as the old software supporting only iso-8859-1 you cannot use thai for the wiki links (which for a Thai language wikipedia is a bit annoying). You may also look at translating the interface; look at: http://en.wikipedia.org/wiki/Wikipedia:Create_a_new_language_in_Wikipedia in particular translation of namespaces (eg "Wikipedia:", "Talk:" etc), and some links embedded in the LanguageTh.php file; so you don't have some pages refering to eg: "Wikipedia:Help" while some other "xxxxx:yyyyy" name in Thai is used. Translation of the interface is however not a requirement; you can very well just start adding content with an untranslated interface; a localized interface however (even partially localized, but visibly localized, eg: most of the menu text) will be an incentive to attract contributors; a localized interface makes people more confident on using that language. Once http://th.wikipedia.org/ had been switched to the new software, you can simply start on it; make an account, log in, and start writting articles. You should change the main page to put some welcoming text, and a link to the English wikipedia so people can look there the info on how to edit pages etc, untill that info is written in the Thai wikipedia. While I'm at it... Could the Guarani wikipedia (http://gn.wikipedia.org/) be switched to new software and utf-8 too? There had been some activity but it stopped when it was realized that it was not possible to write links in guarani language (it uses 5 letters outside of the iso-8859-1 character set); as the number of articles there is still quite low (about a dozen or less) it shouldn't be a problem to switch it.
