GlobalWatchlist is already live on the beta cluster, and can be used
in the beta Meta-Wiki at
<https://meta.wikimedia.beta.wmcloud.org/wiki/Special:GlobalWatchlist>.
Any patches merged to the master branch will automatically be deployed
there.

For testing patches before they are approved and merged, the
traditional way is for you to have a local MediaWiki environment and
test the code there. MediaWiki.org documents various ways to do that
at <https://www.mediawiki.org/wiki/How_to_become_a_MediaWiki_hacker#Set_up_your_development_environment>,
it's mostly up to personal preference on how you want to do it. There
are also various tools like Patch Demo
<https://patchdemo.wmcloud.org/> that can compliment (but not really
replace) a local development environment.
