Announcement only lists are almost always moderated and they tend to
be have "announce" in the name and are do not allow for follow-ups
unless there's a good reason like a correction.

Lets see if more people weigh in. IMHO, right now the difference (and
therefore the need) for the two is unclear to most people (including
most of the people who are using it!) which will need to change if the
two list solution is going to work.
