Project partners: another trial idea...

Dear all,

Before taking a final decision about which groups will be `official'
partners for OROCOS, I first want to have your opinion on the
following suggestion: what if we would take all 10+ interested
partners, and each gave them 0.5 man year/year + two brainstorming
travel grants?

The advantages:
- more groups are actively involved, hence increasing the probability
  of higher quality results.
- nobody has to feel by-passed.
- OROCOS is open source, so we will have to manage input from
  many contributors anyway.
- from the start, OROCOS has been seen as a `partially funded' project:
  partners are expected to put more man power in the project than the
  amount of man months they are funded for.

The disadvantages:
- a larger consortium brings more management.
- it might be difficult to hire people with only partial funding.

Please let me know your feelings about this idea before the end of the
day (wednesday).
