I find it an excellent idea ! The 0.5 will certainly become more per each
group and this will be an advantage for the project.

I agree 100 %

I do not think so: we should then try to automate as much as possible and
share duties to the local partners so that the management load should only
be coordinated centrally.

As I mensioned in my previous point, the 0.5 would easily become more since
local foundings and man power can be used.
