I'll definitely fix this, the question is whether I make CGI.ContentType
just the content-type, or continue to leave it as the full header.

Leaving CGI.ContentType as is:
PRO: Anyone currently extracting special information from
CGI.ContentType's code will continue to work
CON: Anyone who wants just the ContentType has to write new code to
handle Firefox's case of adding charset to it
