Steps for doing sandbox build?

Steve, Can you outline the steps for doing a docbook2X sandbox build? I've checked out the source via anonymous CVS, but I'm not clear on what steps I need to do in order to build. Specifically, there's no Makefile.am at the root or in the perl/ charmaps/ or xslt/common or xslt/texi subdirectories.
